Job Description

Full-Time (1.0 FTE), 8-Hour Day, 12-Month Position

The following work activities are listed as examples only and in no event shall an employee be limited to only those examples listed here:

  • Implement and maintain privacy governance measures to manage the use of personally identifiable information to ensure compliance with NYS Education Law section 2-d
  • Coordinate the implementation of the policies and procedures required under NYS Education Law Section 2-d and Part 121
  • Monitor organizational compliance with state and federal data privacy laws and regulations
  • Develop an incident response plan and a procedure for parents and eligible students to file complaints about breaches or unauthorized releases of student data
  • Facilitate the delivery of an annual information privacy and security awareness training; develop and provide training and awareness presentations on privacy best practices and legal compliance
  • Coordinate and review projects, contracts and procurements that will create, collect or process personally identifiable information for compliance and ensure identifiable information has been removed from any publicly reported data
  • Coordinate and support procurement of technology and data tools and systems by providing guidance during the evaluation process to ensure that products meet the standards of the organization’s privacy policies; training third parties on the organization’s privacy policies and standards and ensuring contracts and data sharing agreements include the appropriate privacy protections
  • Develop and maintain the educational agency’s Data Security and Privacy Action Plan
  • Serve as a regional resource to component school districts regarding New York State Education Law section 2-d and related NYSED regulations, provides guidance to school districts on how to achieve their goals while protecting privacy
  • Review and approve data that may have been requested by internal parties as well as data systems that will include sensitive information prior to release to ensure they comply with organizational policies and guidelines
  • Reports annually to the Board of Education on the organization’s data security and privacy posture
  • Coordinates responses to information security incidents and acts as the education agency’s incident response manager
  • Serve as the data protection officer for the organization
  • Performs other duties as assigned

Job Qualifications

Civil Service Law title: Competitive Civil Service position.  The selected candidate must possess this title, be among the top three of a binding Civil Service Certificate of Eligibles List for this title or be among the top three after taking the required Civil Service exam for this title.

  • Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree or higher in Computer Science, Business Administration, or related field and 2 years of experience in Information Technology, Information Security Systems Administration, or supporting computer applications in a school, enterprise, or BOCES environment; OR
  • Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in Computer Science, Business Administration, or related field and 4 years of experience in Information Technology, Information Security Systems Administration, or supporting computer applications in a school, enterprise, or BOCES environment; OR
  • Graduation from high school or possession of an equivalency diploma and 6 years of experience in Information Technology, Information Security Systems Administration, or supporting computer applications in a school, enterprise, or BOCES environment; OR
  • An equivalent combination of training and experience as defined by the limits of (A), (B), and (C) above*

 

*NOTE: The BOCES Computer Network technology (Career & Technical Education) program and other programs from other states similar to the BOCES Computer Network Technology (Career & Technical Education) program that have been deemed equivalent to the one-year business certificate program that includes computer coursework, can count as one-year of such training.
