Job Description

FULL-TIME, 8-HOUR DAY, 12 MONTH PER YEAR POSITION

The following work activities are listed as examples only and in no event shall an employee be limited to only those duties listed below:

  • Administers and interprets the negotiated agreements between the District and employee groups.
  • Serves as a resource person to the District in matters relating to the Taylor Law, the NYS Public Employees Relations Board, Civil Service, and other pertinent governmental statues, regulations and rules relating to personnel administration.
  • Investigates and expedites grievance settlements for all District employees focusing on preventive activities.
  • Plans and administers general employee relations activities.
  • Fosters a positive and collaborative work environment, promoting employee morale and engagement.
  • Collaborates to develop, implement, and enhance hiring initiatives that encompass diversity, equity, inclusion, and belonging practices. 
  • Attend regional job fairs and host at least 2 hiring events each year to acquire talent within our region.
  • Manages the District’s employee benefits programs including health insurance, dental insurance, workers compensation, unemployment insurance, and tax sheltered plans.
  • Ensure compliance with employee benefits and communicate the required notices.
  • Manages all contractual leave provisions in the respective negotiated agreements including sabbatical leave, vacation, sick leave, personal leave, and other leaves.
  • Maintains records and submits reports as requested by the District, State, governmental agencies or required by the nature of the position.
  • Supervises personnel as assigned.
  • Collaborates in designing and implementing training materials for new and existing employees, as well as, professional development opportunities that align with policies and strategic plan.
  • Develops and revises personnel management procedures, policies, and regulations in accordance with Board policies and state and federal legislation.
  • Develops an electronic, paperless system for personnel records for all employees, providing comprehensive, efficient, accurate and current records of pertinent employment information.
  • Designs and initiates procedures and controls relating to job classification, job descriptions and terms of employment.
  • Provides direction and supervision to public relation/community information specialist(s).
  • Performs such other duties and assumes such other responsibilities as may be assigned by the District Superintendent.
Job Qualifications

This is a non-competitive Civil Service position.

  1. Possession of a Juris Doctorate from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant a degree in Law, and five (5) years of responsible experience involving contract negotiation and administration and wage and employee benefit administration, two (2) years of which must have been in a supervisory capacity; OR
  2. Possession of a Master’s Degree from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees in Law, Labor Relations, Personnel Administration, Public Administration, Business Administration or related field and six (6) years of responsible experience as stated in “A”, including two (2) years in a supervisory capacity; OR
  3. An equivalent combination of training and experience as defined by the limits of (1) and (2) above.

Candidate must possess a thorough knowledge of the general principles and practices used in modern labor relations and personnel administration; thorough knowledge of the Labor Laws and other laws, both State and Federal and the application to school districts; good knowledge of NYS Civil Service Law; ability to read and comprehend legal decisions and how they apply to public school administration; thorough knowledge of supervisory principles and techniques; ability to maintain effective and harmonious working relationships with officials at all levels; ability to speak and write effectively; ability to conduct negotiation sessions and hearings often within an argumentative and stressful atmosphere; ability to orally present clear and logical arguments on a wide variety of issues at negotiation sessions; ability to analyze information gathered for the purpose of developing recommendations and/or making decisions; professional and personal integrity; resourcefulness; tact; good judgment; physical condition commensurate with the demands of the position.

 

SALARY RANGE: Dependent upon related work experience.  Plus a comprehensive benefit package.
